x262, an mpeg-2 encoder building on the best-in-class features of x264.

Изменения / Changes (2315-2342):

• Merge remote-tracking branch 'x264/master;
• MPEG-2: Add CLI support for negating some options;
• MPEG-2: Support choosing which VLC table to use with intra blocks. There are two VLC tables available. Inter blocks always use table B.14 (from MPEG-1), but intra blocks can alternately choose table B.15. The table be changed per frame. --altintra (table B.15) is the default and is tuned for higher bitrates
